I have asked to have all 22 of them scored and back to me so that we may notify programs/nominators either way about their nominee's status no later than Monday evening, October 6th. In the ideal world, I would have had these all read and scored by today. Hopefully it will not adversely affect anyone's' ability (or their family and friend's ability) to attend the conference and the awards ceremony. On that note, there was a typo in the original form that stated the wrong date for the ceremony. It is Thursday evening, October 16 from 5:45 - 7:00 PM. I will be contacting nominators next week as well to find out how many family and friends will be coming to that awards dinner ceremony for their successful candidate. Finally, I have been asked as to why the deadline was extended twice and feel it is important to explain that decision to all. It was done so for a few reasons: - we weren't receiving a lot of nominations leading up to the 9/19 deadline - emails being sent to me were being unknowingly filtered out on my end by our email server (we found out only after people called me to find out if indeed their nomination had been received) - power outages in some communities prevented people from sending their nominations - someone's dog ate three original hand-written nominations ( just kidding...) Even though there have been some strong, valid feelings and opinions expressed about sticking to deadlines, I feel we have to flexible at times when it is warranted and then to be fair to all, extend that courtesy to all potential stakeholders. That's why I sent out email notifications regarding the extension to the field several times and in one case called a director who said she had missed the original deadline and wasn't going to submit at all. What I will be recommending to the MAEA Board is that this whole process be reviewed so that the field is very clear about criteria, protocol, format and length of nominations along with timelines and deadlines. Gendron, Commissioner DATE: October 14, 2008 RE: General Purpose Aid in the FY 2010-11 State Budget In light of the current national economic crisis and its effect and potential effect on state revenues, you are undoubtedly concerned about how state funding for education will be impacted. The current projection is that the next two-year budget "structural gap" will be $508 million. That is, the projected costs for existing programs are $508 million greater than projected revenues. Given the current state of the national economy, there is little doubt that revenue projections due in November and the ones to follow are likely to decline and the projected gap will grow. As a budget exercise, Governor Baldacci recently asked all state agencies to submit budget proposals for the FY 2010-11 two-year budget that reflect a 10 percent reduction. Since the vast majority of the Department of Education's budget is General Purpose Aid, that would result in a very large reduction to GPA. In response to the budget exercise, the Department is submitting a proopsed budget that freezes GPA at FY 2009 levels. This represents in the neighborhood of $170 million less than what would have been required to bring GPA to the 55 percent target, but does not move the actual dollar amount backward. Clearly, even this proposed freeze in GPA would cause considerable hardship. In addition, the Department is proposing $6.2 million in reductions to non-GPA programs and operating budgets within the Department. We will provide additional details about these proposals in the coming weeks. One strategy that we are considering for the distribution of GPA among school administrative units under this proposal is to freeze the allocation and subsidy for each school administrative unit at its FY2009 level. This amount would be adjusted only for FY 2010 major capital debt and bus allocations. (Any decrease or increase in scheduled major capital debt payments for FY 2010 would be reflected in the unit allocation and subsidy. Similarly, any FY 2010 allocation for FY 2009 approved bus purchases will also be reflected in the unit allocation and unit subsidy.) It is also important to note that the penalties for non-compliance with the reorganization law will also be applied to the frozen subsidy amount for each unit. Any penalty adjustments to non-compliant units will be redistributed to compliant units - again, within the frozen GPA environment. It is important to understand that this is only a proposal at this time; there are many months to go in the budget process, which will include review by the budget office, a proposal from the Governor to the Legislature in January, and extensive legislative review before final enactment. During this time period, there will be continued pressures from energy costs and the turmoil in the financial markets that may result in downward adjustments to the revenue forecasts due in November. We only admit 16 year olds if they are parenting and with a special interview and contract. If we are truly "adult" education, 16 year olds often do not have the maturity to handle the adult education setting.
