Gendron, Commissioner DATE: May 8, 2009 RE: American Recovery and Reinvestment Act Application for School Administrative Units for State Fiscal Stabilization Funds - Phase 1 Public Law 111-5, the American Recovery and Reinvestment Act of 2009 (ARRA), was signed into law by President Obama on February 17, 2009. Maine's application has been approved for the State Fiscal Stabilization Funds, which includes both Education Stabilization funds and Government Services funds. Maine has been awarded 67% of the State's allocation of those funds. The State Fiscal Stabilization program is a new, one-time appropriation of approximately $48.6 billion that the U.S. Department of Education (Department) will award to Governors to help stabilize State and local budgets in order to minimize and avoid reductions in education and other essential services, in exchange for a State's commitment to advance essential education reform in four areas: (1) making improvements in teacher effectiveness and in the equitable distribution of qualified teachers for all students, particularly students who are most in need; (2) establishing pre-K-to-college-and-career data systems that track progress and foster continuous improvement; (3) making progress toward rigorous college- and career-ready standards and high-quality assessments that are valid and reliable for all students, including limited English proficient students and students with disabilities; and (4) providing targeted, intensive support and effective interventions for the lowest-performing schools. The U.S. Department of Education has provided the following guidance regarding the purposes and the prohibitions on use of these funds: 1. For what purposes may an LEA use Education Stabilization funds? Subject to the limited statutory prohibitions described below, section 14003(a) of the ARRA authorizes an LEA to use Education Stabilization funds for any activity that is authorized under the following Federal education acts: * The Elementary and Secondary Education Act of 1965 (ESEA); * The Individuals with Disabilities Education Act (IDEA); * The Adult Education and Family Literacy Act (AEFLA); or * The Carl D. Perkins Career and Technical Education Act of 2006 (Perkins Act). The ARRA also provides that, to the extent consistent with State law, an LEA may use Education Stabilization funds for modernization, renovation, or repair of public school facilities, including modernization, renovation, and repairs that are consistent with a recognized green building rating system. If an LEA uses Education Stabilization funds for modernization, renovation, or repair of public school facilities or for construction of new school facilities , the LEA must comply with specific requirements relating to the use of American iron, steel, and manufactured goods used in the project. (See Section 1605 of the ARRA.) 2. What are the statutory prohibitions on an LEA's use of Education Stabilization funds? Section 14003 of the ARRA prohibits an LEA from using Education Stabilization funds for - * Payment of maintenance costs; * Stadiums or other facilities primarily used for athletic contests or exhibitions or other events for which admission is charged to the general public; * Purchase or upgrade of vehicles; * Improvement of stand-alone facilities whose purpose is not the education of children, including central office administration or operations or logistical support facilities; or * School modernization, renovation, or repair that is inconsistent with State law. In addition, no Stabilization funds (either Education Stabilization funds or Government Services funds) may be used to provide financial assistance to students to attend private elementary or secondary schools, unless the funds are used to provide special education and related services to children with disabilities as authorized by the IDEA (Section 14011 of the ARRA). There are also other prohibitions in section 1604 of the ARRA - for example, prohibitions against using funds for an aquarium, zoo, golf course, or swimming pool - that apply to the use of Stabilization funds by any entity. The Maine Department of Education has prepared a short application containing assurances for each superintendent to sign. We have our budget meeting tonight and had some bad news about K-12 subsidy $$$ s. The Superintendent just called me about options for adult education funding. The budget report being presented tonight assesses only the towns that currently have an adult education program. I understand that this is the recommendation of the MDOE. I told the Superintendent I would explore options before the board meeting tonight. I am wondering 1) can the RSU24 board decide how adult ed would be assessed? 2) do you know of any models or have any suggestions? 3) appeciate any other thoughts you might have. I can see many common needs that hopefully can be addressed by a package agreement with the LWIBs. The loss of Carl Perkins funding to help pay for courses like CNA and CDL are definitely being felt by people. I am asked all the time why those classes are so expensive now. I try to explain the reason, but the bottom line is they are too expensive for some of the people who want to take them. We could definitely use help for adult education to develop and for people to access non-college level vocational education programs. If they can be "pathwayed" with WorkReady and other types of certificates, such as OSHA training and even a high school diploma for some people, that would be even better. I am extremely supportive of college transitions -- it has been our biggest growth area --, but we also need pathways for people who are not going to college. STAR Training - our plan is to continue supporting the STAR training - both existing and new sites. We have 19 new STAR participants and will also be supporting the certification of two new STAR trainers: Lisa Blanchette and Maggie Scholl. The new people are: Kate Rotroff, Amy Phalon, Nicole Sturgis, Nancy Allen, Tiffany Santy, Eric Horn, Sylvia Wendt, Ronda Alley, Ami Gaspar, Trudy Martin, Lynne Witham, Kelley Heath, Val Sullivan, Cindy Aruda, Anne Kemper, Mary McNulty, Laurie Champagne, Kelley Rudd, Jessica Trimmer STAR Training Dates for new participants are: May 29, June 5, Aug 21, Aug 28, Oct 16 and Oct 23. FOR EXISTING STAR PROGRAMS - RESPONSE NEEDED HERE: What would you like in terms of professional development and technical assistance support in FY10? (Please respond to me directly by Friday, May 29th). 2. Technology Integration/MARTI - we will be supporting existing MARTI sites with further training as well as adding new sites, which will include AEFLA, College Transitions, EL Civics and Even Start. We'll continue to use the MARTI/MILTI training model. Marcia is currently developing the application process for new sites, which will be available by June 1st and due back to us by June 30th. 3. Leadership Excellence Academy - this effort sponsored by NAEPDC will allow at least 15 program directors to receive ongoing training and potential national certification in leadership and program management. This is for AEFLA program directors only and we will support your participation in this effort. Please review the attached booklet for more information and to understand the requirements for participating directors. If you agree to participate, you must follow through to completion and will be required to sign a contract with us before beginning the training opportunity. RESPONSE NEEDED HERE: What AEFLA program directors are interested in participating in NAEPDC's Leadership Excellence Academy in FY10? (Please respond to me directly by Friday, May 29th). In terms of professional development, we'll also be considering with other resources and most likely on a smaller scale unless we have a windfall of funds: 1.) career pathways, 2.) addressing learning difficulties/disabilities, 3.) WorkReady, and 4.) implementing standards-based education (the DOE RISC initiative). I apologize for not including that in my communication. Aside from the fact that the state had already made a financial investment in two of the identified priorities, and I believe in following through with commitments in a long-term sense, here's what led our thinking: Factors in establishing professional development priorities are: 1.) that's it's ongoing in nature and not a one-shot deal, 2.) that it fosters innovative thinking about our practice, and 3.) that it encourages the refinement and/or improvement of our work (or that it validates as effective what we are currently doing) -all fundamental concepts of transformative learning. And, of course, there is the issue of whether we have the financial resources to support what we'd like to do. And I hope that the above will also drive what you include in your responses back to us as to what you would like to see in our professional development offerings in the future - and that will ultimately drive your PD plans that all programs will be developing and submitting in the fall. AEFLA has always been an allowable activity of ARRA since it was passed, but we, meaning adult education, didn't get any funding directly like we do our AEFLA funds. In addition, individual adult education programs cannot apply like they can for AEFLA funding - as you know. It has to be part of the school district's individual ARRA request. Connecting with the family literacy and IDEA initiatives are ways to EXPAND adult education in ARRA funding opportunities, not that those are the only ways adult ed will get ARRA funding. The problem with the way they did the announcement below, and I've expressed this already to the Commissioner, is that the ARRA funding is actually disbursed among the other 3 groups listed in the 4 identified below. The AEFLA possibility comes under the ESEA funding in the ARRA guidance - meaning that a school district can include AEFLA activities in that ESEA section of their proposal. The confusion in the way that it was described below, is that it sent the message that adult education was (or could be) a direct recipient of AEFLA funding and that is not the case. If a school district does include AEFLA activities, it would be up to them to give you the funding once they receive it. I have discussed this with the Commissioner, she did say she would clarify this on her next call with superintendents in case they want to make any revisions, and will add it as a subset of #1 below with future communications as there is expected to be another 2 rounds of funding through this same pathway.... I know I have probably muddied the water - I've explained this so much that I think I'm confused now. Anyway, I hope this helps to sort out the confusion. Gendron, Commissioner DATE: May 8, 2009 RE: American Recovery and Reinvestment Act Application for School Administrative Units for State Fiscal Stabilization Funds - Phase 1 Public Law 111-5, the American Recovery and Reinvestment Act of 2009 (ARRA), was signed into law by President Obama on February 17, 2009. Maine's application has been approved for the State Fiscal Stabilization Funds, which includes both Education Stabilization funds and Government Services funds. Maine has been awarded 67% of the State's allocation of those funds. The State Fiscal Stabilization program is a new, one-time appropriation of approximately $48.6 billion that the U.S. Department of Education (Department) will award to Governors to help stabilize State and local budgets in order to minimize and avoid reductions in education and other essential services, in exchange for a State's commitment to advance essential education reform in four areas: (1) making improvements in teacher effectiveness and in the equitable distribution of qualified teachers for all students, particularly students who are most in need; (2) establishing pre-K-to-college-and-career data systems that track progress and foster continuous improvement; (3) making progress toward rigorous college- and career-ready standards and high-quality assessments that are valid and reliable for all students, including limited English proficient students and students with disabilities; and (4) providing targeted, intensive support and effective interventions for the lowest-performing schools. The U.S. Department of Education has provided the following guidance regarding the purposes and the prohibitions on use of these funds: 1. For what purposes may an LEA use Education Stabilization funds? Subject to the limited statutory prohibitions described below, section 14003(a) of the ARRA authorizes an LEA to use Education Stabilization funds for any activity that is authorized under the following Federal education acts: * The Elementary and Secondary Education Act of 1965 (ESEA); * The Individuals with Disabilities Education Act (IDEA); * The Adult Education and Family Literacy Act (AEFLA); or * The Carl D. Perkins Career and Technical Education Act of 2006 (Perkins Act). The ARRA also provides that, to the extent consistent with State law, an LEA may use Education Stabilization funds for modernization, renovation, or repair of public school facilities, including modernization, renovation, and repairs that are consistent with a recognized green building rating system. If an LEA uses Education Stabilization funds for modernization, renovation, or repair of public school facilities or for construction of new school facilities , the LEA must comply with specific requirements relating to the use of American iron, steel, and manufactured goods used in the project. (See Section 1605 of the ARRA.) 2. What are the statutory prohibitions on an LEA's use of Education Stabilization funds? Section 14003 of the ARRA prohibits an LEA from using Education Stabilization funds for - * Payment of maintenance costs; * Stadiums or other facilities primarily used for athletic contests or exhibitions or other events for which admission is charged to the general public; * Purchase or upgrade of vehicles; * Improvement of stand-alone facilities whose purpose is not the education of children, including central office administration or operations or logistical support facilities; or * School modernization, renovation, or repair that is inconsistent with State law. In addition, no Stabilization funds (either Education Stabilization funds or Government Services funds) may be used to provide financial assistance to students to attend private elementary or secondary schools, unless the funds are used to provide special education and related services to children with disabilities as authorized by the IDEA (Section 14011 of the ARRA). There are also other prohibitions in section 1604 of the ARRA - for example, prohibitions against using funds for an aquarium, zoo, golf course, or swimming pool - that apply to the use of Stabilization funds by any entity. As Executive Director of the Central/Western Maine Workforce Board, Inc. (LWIB) in the region including Androscoggin, Franklin, Oxford, Kennebec, and Somerset Counties, I appreciate and value your responses as Directors of 30 Adult Education programs to Jeff Fantine's request to share summaries of your work. Although the LWIB has worked productively with some of you, I had forgotten your collective capacities to impact development of our workforce (and thereby our economy) in Central/Western Maine. As you know, the LWIBs in Maine now have the opportunity to use the ARRA 09 ["Recovery'] funds to build a regional approach to workforce training, provide more extensive opportunities to create a 21st Century workforce in key industry/business clusters in high demand both now and in the future. We're not asked to "create jobs," but rather to create trained workers in demand for the jobs that will build Maine's local economy. To that end, we have been tasked to find better ways to use "Recovery Funds" as well as other funding sources to develop more efficient and productive ways of using both public and private funding in the most productive partnerships possible. No longer can each "unit" (be it CareerCenters, Adult Education, Community Colleges, the University of Maine system, trade-centered training, for examples) function effectively by itself. Rather, most productive training can result only in partnerships among appropriate players. Although I know that Adult education fills a variety of local community needs and differs widely from site to site, it strikes me that Adult Education is a keystone to most successful cluster-centered, public/private training partnerships. Rather than stand alone as "Adult Education" with a variety of independent programs, Adult Education can expand its influence and resources by inclusion as a primary player in most any training program we'll need to develop. Here are a few key examples of such partnerships: * Example I: Adult Education's crucial role in restoring Maine's "work ethic" in its WorkReady(tm)Credential program (60 hours, basic skills, groups of 12-15, with a leveraged partnership of $5,000-$7,000 per site); * Example 2: The absolute necessity of workshops centered on computer literacy as the basis for any and all "next step" trainings leading to post-secondary education and Lifelong Learning (15-20 hours, groups of 12-15. with a leveraged partnership of $400-500 per participant per site) Funding for many Adult Education programs bundled as a partnership with a variety of partners coordinated by the Local Board can generate the funds needed to continue some programs, develop new ones, and partner for delivery to customers. I'm not sure what "next steps" might be in Area III, but would like to meet with those of you who are interested exploring partnership options-either by phone or in person. In looking at the responses we've received so far about your PD needs, we've gotten MANY in various forms around serving low level learners and a couple about addressing learning disabilities. I have been told that the topic of "learning disabilities" really hasn't emerged as a priority topic recently, maybe not as a box checked on a survey - but in examining some of the responses (this is why I prefer open-ended questions because you'll typically give me more about what you really need) we've received this week regarding PD needs - it's clear that some training emphasis around LD would be beneficial - whether you consider LD to be disabilities or difficulties. Our training effort will be around serving lower level students who struggle significantly with learning. Some of you may have participated in NIFL's Bridges-to-Practice training a few years back, this was a training dissemination effort on serving adults with LD. The Bridges material has been revised and is now called LEARNING TO ACHIEVE. The new aspects of this training are that it: 1.) addresses providing effective instructional services to lower-level, struggling learners, 2.) includes an online accommodations module, and 3.) emphasizes strategies that promote learner persistence. We have an opportunity to assemble a training team and send up to 5 people to New Hampshire in July for an all-expense paid training on this new LEARNING TO ACHIEVE material. (see attachment) The catch is - if you participate, you'll have to agree to come back to Maine and provide some training on this material throughout the year. If you are interested in participating on our LD training team, please complete the attached form and submit to Marcia - also indicate if you can participate in the July LTA training. By the way, you may participate on the training team even if you can't participate in the July training. I'm not sure whether I'm going to stick with calling it the "LD" training team....maybe we should call it the "Learner Persistence" training team, that over time takes on various aspects of service delivery, in particular for those harder to serve populations.... As the investigation unfolded, it became apparent that the interaction among the learners' skills, the opportunities they encounter, and the supports available determines those thresholds. Understanding how to balance those elements can create new options and opportunities for learning, instruction, program planning, and content development. This report is structured around three distinct sections that contribute to the investigation: learning from large-scale surveys, learning from the literature, and learning from the field. Triangulating from the three major data sources affords this report solid footing on which to draw key findings from the guiding research questions. The search for thresholds revealed that such thresholds did not exist: Learners at even the lowest levels of literacy and language proficiency can engage with online learning content. Moreover, all reports indicate that they are eager to do so and that they benefit in important ways, such as self-confidence, self-directedness, and independence. Adult learners across the literacy and language spectrum show strong motivation to gain computer literacy skills, perceived as key to work advancement. Limitations of this report include the gap between the rapid pace of change in technology trends, access patterns among American adults, and delivery platform options develop and the relatively slower pace of data collection, published evaluations, and program planning, rendering guidance from literature difficult. And while this report is not an attempt at an exhaustive literature review, it is clear that the literature base is broad rather than deep, hampering efforts to draw clear conclusions. The report concludes with the following key findings and the hope that it can join other voices mov-ing the field toward a discussion of evidence-based technology-enhanced solutions. * Understanding the interrelatedness of the task, skill, and supports necessitates research and development to guide the design of learning environments and activities that are flexible and that can differentiate on all three dimensions. Experimenting with flexible supports, both human and technological-the variable most accessible to adjustments by educators, program managers, and Web designers-is likely to yield a wealth of information to guide further development. * The centrality of work readiness-what the British call "upskilling"-to adults' learning lives provides a key leverage point for programming and content design to address this goal more directly and, through it, more basic literacy and language skills. * Adults' existing family and social networks that have proven critical to learning pursuits with technol-ogy provide another leverage point that could be tapped with community-based, authentic learning environments, activities, and products. * Self-directed skills valued in lifelong learners can be nurtured by providing facilitated access to online, independent learning environments. The studies converge on the findings that engagement with these environments fostered the skills associated with successful self-directed learning. * The large numbers of visitors to the freely available online sites such as English for All, TV 411, and California Distance Learning Project Online indicate that users are finding them. However, evaluation data are needed to determine how users are interacting and learning with the material and whether these sites are or could be stepping stones into more formal courses of study. * Rates of access and connectivity in the low-income community are definitely growing, yet high-quality equipment and broadband or wireless access are far from ubiquitous. This reality constrains development and dissemination of online learning portals and sites. Findings from the United Kingdom (Selwyn, Gorard, & Furlong, 2006) do not support an expanded use of public Internet terminals by the low literacy and language proficiency population as a solution to this problem. * The use of emerging technologies to deliver learning content is only beginning to be reported in the research literature (for example, Kambouri, Mellar, & Logan, 2006). Nevertheless, technology enthusiasts believe strongly that consumer electronics (such as cell phones and personal digital assistants [PDAs]), interactive Web 2.0 platforms (such as blogs, videoconferencing, and immersive environments), and the convergence of media (such as television and radio delivered over the Internet) have the potential to reach new populations and provide authentic learning and communication. Online environments engage and inspire adults, serve the common adult goal of improving workforce readiness, provide authentic communication channels that tap into adults' family and community involve-ment, and supply an opportunity to engage in self-study and informal learning. We have confirmation that we are headed in the right direction with the inclusion of online technologies for the instruction and engagement of adult learners, even those with the most limited skills and language proficiencies. What is missing is research and evaluation that could provide guidance on content design and flexible supports to serve users' needs and create new options and opportunities for learning, instruction, program planning, and content development. Our Superintendent has decided to use some of the stimulus money to start a parent education center. Below is a copy of the e-mail that just went out this AM.........This e-mail went to Joe Mattos (Distsrict #3 Superintendent) and Peter Caron (MSAD#27 Adult Education- Fort Kent)........ Hi Joe & Peter. I have talked to you both about this and just wanted to update you on what was planned. If you need anything from me, just let me know. Joe and I have talked about creating a parent education center in the Unity Elementary building. This AM, we had a meeting and discussed some logistics and data that supports the need here in SAD #3 for this center. Based on the family literacy belief that parents are the best and most influential teacher in their child's life and that all parents want to help their child succeed, the Adult Education program will be able to provide oversight for this center and the SPICE Family Literacy staff will provide modeling and train-the-trainer workshops, as well as attend family nights and events to help this center succeed. SPICE will also be willing to house the extensive SPICE LIFE literacy library (LIFE stands for Learning Is a Family Event) in the center for district parents to borrow the items. SPICE will also train staff how to administer the various assessments (Early Childhood assessments and Parent Education assessments) that are used in family literacy programming to show growth in literacy goals. The assessments used are: 2 - 4 months- AIMS Questionnaire; 4 months - 2.6 years - Ages & Stages, 2.6 to 5 - PPVT and EVT and AIMSWeb, for our school-aged children. SPICE uses the Parent Education Profile (PEP) to assess the literacy environment in the home. Based on the strength of the participant, these assessments help start the process of where we can support reaching literacy goals. One thing that we want to focus on in the center is the birth to three population. Peter, Joe is going to be vacationing in Caribou this summer and was hoping that he could meet and talk to you about Fort Kent's parent education center. Thank you for saying that you would be willing to meet with him. Some of the questions that I'm not sure of the answer are: staffing - meaning day to day routine - what do you have?; schedule (we would like to have both day and evening classes/workshops/events), how much room is needed? and probably other questions that I can't think of. I did give Joe a copy of the information below, and showed him some of the curriculum SPICE uses and how we create a lesson plan using data and research. This is what we talked about today. Joe also has a copy of the power point - What is Family Literacy? Parent Education Center draft/ideas May 2009 1. Family Resource Center - what Fort Kent has: modeling parent education train the trainer host reading nights host family nights help children with reading tip sheets library - tapes/books: born to read & Drew Bledsoe Tapes holds family summits - deals with common sense parenting; creates story books with child; talk to me - oral language skills Infant/toddler learning center - emphasizes gross motor, fine motor, brain-based activities (talking, singing, hearing, language development) Book give-aways 2. Curriculum/Research/Lesson Plans used: Learning Games - Mindnuture.com (see sheet) Early literacy and pre-literacy skills Ages & Stages (birth - 3 years) (see sheet) teacher resource guide dealing with the 5 domains - with information for parents - based on parent education I thought it would be easier to have you make the plans of when to meet between the two of you. UMA - The Hutchinson Center has given the SPICE program a scholarship for one of our graduates to take 1 class next year. We are also going to the pilot site for two DOL programs next year - the workforce credential and the SNAP program. I don't have much information about that yet. FOR EXISTING STAR PROGRAMS - RESPONSE NEEDED HERE: What would you like in terms of professional development and technical assistance support in FY10? Technology Integration/MARTI - we will be supporting existing MARTI sites with further training as well as adding new sites, which will include AEFLA, College Transitions, EL Civics and Even Start. We'll continue to use the MARTI/MILTI training model. Marcia is currently developing the application process for new sites, which will be available by June 1st and due back to us by June 30th. 3. Leadership Excellence Academy - this effort sponsored by NAEPDC will allow at least 15 program directors to receive ongoing training and potential national certification in leadership and program management. This is for AEFLA program directors only and we will support your participation in this effort. If you agree to participate, you must follow through to completion and will be required to sign a contract with us before beginning the training opportunity. In terms of professional development, we'll also be considering with other resources and most likely on a smaller scale unless we have a windfall of funds: 1.) career pathways, 2.) addressing learning difficulties/disabilities, 3.) This year we didn't get the PD assessment process developed in time to coincide with the grant applications, so are playing catch up. LWIB Region 4 was the first to request such a meeting, but now all 4 regions would like to do this. So, I've spoken with Zane and Cathy about hosting these meetings at the MAEA Conference, which they've agreed to. However, we had to change the day/time so we wouldn't interfere with the awards ceremony. The LWIB Regional Planning Meetings with Adult Education will be held on Wednesday, June 24th from 11:30 - 1:00 during the lunch period. We're trying to work out the lunch details so that you'll be able to grab your lunch and then attend your regional LWIB meeting in the Diamond building. More details will be provided as we move forward. I need to know who is interested in attending this meeting from each region. If you do not know your region, reference the attached documents. I thought the information on Health Care Facts was interesting - and it also includes unemployment rates in the various counties around the state. I have recently been asked to be on the Maine Jobs Council to represent adult education. Today was my first meeting. It was mentioned that 65,000 Mainers are currently unemployed, which is a bit over 7% of Maine's population overall. Governor Baldacci gave overview of ARRA plan, which was basically that 80% of the roughly $80 million Maine will get once we have an approved ARRA plan - will go toward direct services in the 4 priority sectors: energy, health care, green jobs and instructional technology. This is all outlined in the WIA Strategic Plan Modification. I think when we have these meetings at the MAEA conference. We need to be prepared to offer what it is we do or can do with appropriate funding related to the 4 priority sectors. The letter will be sent out to everyone on the unemployment rolls by June 15th to explain these scholarships and how to access them. College Transitions programs, in particular, might be interested in knowing this...as well as possibly others, so FYI. Most of the meeting was taken up by a somewhat emotional and oddly controversial discussion about increasing the LWIB performance standard from 10% to 30% of getting women into non-traditional "industry-related" occupations. The US is unlike every other country because we maintain so many separate health care systems for separate classes of people. We also spend more of our GDP than other countries without covering all of our citizens If you're a veteran, then you get the British health care model. If you're over 65 and on Medicare, you're like Canada. If your employer is paying, it's the German system. And if you are none of the above, it's the same as getting sick in rural India. Countries that have settled on a model where everyone gets treated have a health care system that is simpler, fairer and cheaper than the US. Don't bother putting the lawn mower away, next up - tax reform and health care reform. We Have a Budget Capitol in Spring We can be glad we're not in California! The Governor and the Legislature have approved a two year budget for the 2010 and 2011 fiscal years including supplemental spending through June 30th. The budget provides over $500 million less than the current biennium. There were disproportionate cuts to state employees and residential services for children and adults with developmental disabilities. Overall the budget represents a bipartisan attempt to maintain services to the people of Maine in difficult times. It passed with more than the two-thirds majority needed. Spotlight: Tourists Tourism directly and indirectly generates one in five dollars of sales throughout Maine's economy and supports the equivalent of one in six Maine jobs. For this reason, the Maine Center for Economic Policy has made tourism and livable wage jobs in the tourism sector an important part of our sustainable development focus. This summer under the direction of economist and board member, David Vail, we are studying three town clusters in Piscataquis, Washington and Franklin counties. Our goal is to find the best strategies and public investments for Maine's less traveled, but equally beautiful areas. Hopefully, in the long run, we can help spread prosperity to all of Maine.
