Below is the official announcement about collection of yearly paperwork
for your MSLN connections (T1 and Internet Services).
This is a new process for paperwork collection.
ATTENTION: Changes in the MSLN E-rate Application Process for the Coming
Funding Year
Time has come once again to prepare MSLN E-rate documents for the coming
year in order to secure federal funding for MSLN telecommunications and
Internet services.
The State of Maine Office of Information Technology the Maine State
Library, the Maine Department of Education and the University of Maine
System and are working together for a common effort to expand and
increase broadband services across the State of Maine. As many of you
have heard, the Communications and Network Services group from the
University of Maine System, which has traditionally operated the MSLN
network, was restructured earlier this year and is now operating under
the name "Networkmaine".
Along with the new name, Networkmaine has taken on additional
responsibility in the coordination of the MSLN E-rate filing consortium.
State E-rate Coordinators Janet McKenney from the Maine State Library,
and Sylvia K. Norton from the Maine Department of Education are working
with Networkmaine to assist with the E-rate process.
INTRODUCING THE "ONLINE E-RATE ASSISTANT"
This year Networkmaine has built an online "E-rate Assistant" to both
help MSLN members file necessary E-rate documents and to reduce error
and improve efficiency of the E-rate filing process.
The online E-rate Assistant will provide you with the ability to
download necessary documents; YOU WILL NOT BE RECEIVING AN E-RATE PACKET
IN THE MAIL for the 2010 funding year.
Member schools and libraries of the MSLN project must use the online
E-rate Assistant available at the Networkmaine website:
http://www.networkmaine.net/
It is important that all MSLN members make an attempt to complete their
documents and mail signed copies of them to Networkmaine within a timely
fashion. This will provide Networkmaine with time to address any
problems with your E-rate documents before federal deadlines.
The deadline to submit all documents is December XX, 2009
Using the E-rate Assistant, every MSLN member will need to:
1. Complete an online Participation Summary which will collect data used
to populate necessary forms.
2. Download, complete, sign, and mail all documents provided below the
online Participation Summary in the Document Download section.
This includes a Letter of Agency, Form 479 and other required documents.
As Networkmaine receives and scans your documents, you will be able to
check online to confirm that your documents have been received.
As this is the first year that Networkmaine has built a database for
E-rate data it is likely that there will be incorrect data associated
with some members. While Networkmaine is fairly confident that the data
used is accurate, it is important that you as a filing site review the
information provided to you though the E-rate Assistant and notify
Networkmaine if you think that there are any errors at 1-888-367-6756.
Thank you for your patience in this new process. It is the hope of
Networkmaine that it will lessen the E-rate burden on MSLN members.

So far 91 libraries have completed the online Participation Summary and
