I am posting here for those of you not on the other lists. Dear Maine Libraries, This letter is to let you know that some of the MSLN-related work that has been done by the State Library and the Department of Education for the past 7-8 years will now be done by the University of Maine System (UMS). The State of Maine Chief Information Officer (CIO), the Commissioner of Education, The University of Maine System's Chief Information Officer and I, as acting State Librarian, have signed a Memo of Understanding which unites us in a common effort to expand and increase broadband services across the State of Maine. Heading this effort will be a NetworkMaine Council currently comprised of the Commissioner of Education's designee, Jeff Mao; Richard Thompson, the State CIO; Ralph Caruso, UMS CIO; and the State Librarian. Jeff Letourneau (UMS) has been selected as the Executive Director of NetworkMaine What activities will NetworkMaine do? * NetworkMaine is the name of the entity that will operate the MSLN project * NetworkMaine will prepare, issue and evaluate Requests for Proposals for Internet and Connectivity services for schools and libraries on MSLN * NetworkMaine will negotiate and manage contracts with the successful bidders * NetworkMaine will file the federal E-rate application for these sites and sign the certification papers (with the advice and assistance of Janet McKenney and Sylvia Norton). What will the State Library do? * Have decision-making authority as NetworkMaine Council member * Oversee the work of the Executive Director along with the other Council members * Approve library technology plans * Coordinate the collection of yearly paperwork (Letters of Agency, Form 479, etc.) How will this affect you as a current member of MSLN? * Current MSLN contracts expire on June 30, 2010. Therefore, you may or may not have new service providers starting July 1, 2010 depending on the results of the RFPs (requests for proposals) to be issued soon. * Every attempt will be made to gain broader bandwidth for the many sites that need it. * This transition will be as transparent and seamless as possible. All MSLN libraries need to provide information via this required survey. (Note: The survey consists of only 4 questions.) More details: The creation of NetworkMaine represents a great opportunity for expanded services for Maine libraries but with it came some challenges with E-rate rules and regulations, most importantly, regarding technology plans. In the past, libraries either did an individual plan or were part of a district plan. To meet the deadline dictated by E-rate, these district plans will cover every MSLN/NetworkMaine public library via one of the district plans for this year. Doing it this way ensures that no library will lose their connection due to problems with existing (or future) technology plans. Experience with E-rate audits and reviews, as well as current time constraints, makes this strategy the safest way to ensure E-rate compliance. Those libraries that want to write individual plans can feel free to do so and I will approve plans for any other purpose, other than MSLN E-rate.
