It is intended to help focus our financial issue discussion: Marilyn Lutz and I met Jim Page recently to discuss ongoing funding of the GeoLibrary. The Memorandum of Understanding teed up for execution by the GeoLibrary and OIT/MEGIS indicates at Section 5: "The GeoLibrary will lead in the preparation of a legislative agenda with a common message that addresses the funding needs of both parties..." We need to bear this in mind and coordinate with OIT going forward. I believe it was Dick Thompson's recommendation last year, due to economic stagnation, to forego a funding request to the legislature. Conditions have not improved. Nevertheless, we need to determine whether the board is prepared to rally to seek funding from the state. We cannot maintain and update our orthoimagery library at current grant funding levels. Here are proposed action items for discussion: 1. Form a working group to make a funding plan to present to the Board. This should be in motion by January or February 2010. 2. Designate Jim Page is a champion for this effort, and recommend others.(e.g. Evan Rickert). 3. Through all of this process, coordinate with Dick Thompson and seek his suggestions. Determine how best to accomplish this. 4. Work with the champions to put forward the plan determined with input from OIT. 5. State funding routes to consider: a) the governor's bond package b) the Legislature's bond package c) line item in the general budget d) other 6. In our 2009 Annual Report, describe with effective detail the consequences of underfunding Maine's GIS capabilities. Disseminate this information elsewhere, because not many people read the report. 7. Capture as much grant money as possible - coordinate with USGS/ Dan Walters in this regard. Mike can accomplish this using our last wish list, which Larry has already provided. Our goal is to try to move our request for consideration by the DAFS commissioner if OIT is on board. Nancy Armentrout will assist with the DAFS contact. b) If possible, have the champions (Jim Page and others to be determined) contact the governor directly.
