1. REQUEST FOR PROPOSALS
Issued by Maine Arts Commission

NOTICE: If you obtain an RFP from this website, you must notify the
contact person specified on the RFP with your company name, address, and
e-mail address so that you will be included on the mailing list to be
notified of any questions or clarifications with regard to the RFP.
Also, should we have a Bidder's Conference, please notify the contact
person your interest of attendance and indicate how many people will

Section 1 General Information
The State of Maine, Maine Arts Commission is seeking proposals for a
marketing and publications services. Included in this proposal pricing
is the traveling cost to the Maine Acts Commission for meetings, and
courier services. This Request for Proposal states the instructions for
submitting proposals, the procedures and criteria by which the vendor
will be selected and the contractual terms which will govern the
relationship between the State and the selected vendor.
Section 2 Definition of the Parties
The State of Maine will here and after be referred to as the
"Department." Respondents to the RFP will be referred to as "Bidders"
and the bidder to whom the contract is awarded shall be referred to as
the "Contractor."
Section 3 Scope
The RFP for marketing and publications services is for the period of
August 1, 2006, through June 30, 2007, with renewal option for up to
three (3) years for consistency in design and production of related
materials.
The Contractor will serve as the publications and marketing
representative for the Maine Arts Commission, which includes the
following responsibilities:
1. Three Maine Arts Commission MaineArtsMags for FY07 [the project
management, graphic design, art direction, photography, production,
print management, and any other services needed by the Maine Arts
Commission (includes online version :html, ADA-compliant)]. The print
vendor for these services will also be going out to bid.
2. Graphic design services provided for design and execution of posters,
postcards, flyers, award certificates, news ads, etc. Provide printers
typeset (camera ready) copies of the above as well as any electronic
copies to the Maine Arts Commission. (Printers are selected from a
bidding process through the State of Maine - Bureau of Purchases and are
not part of this bid).
3. Creative direction and graphic design execution of all collateral
materials needed to support programs (up to four booklets or brochures
each year similar to Why Public Art?

request. Estimated time spent on this type of request (items [2] and
[3]) has averaged 1,000 hours annually.
* Provide the following marketing and publications management
services:
* Help develop marketing, publications and production timelines,
schedules, guidelines and agency policies. Provide consultation and
training as needed for Maine Arts Commission staff.
* Attend staff meetings, Maine Arts Commission meetings, committee
meetings and other events as needed or requested by the Maine Arts
Commission from August 1, 2006, through June 30, 2007.
* Provide a dedicated person to respond to all Maine Arts Commission
needs.
* Attend (in person) individual meetings with Maine Arts Commission
director, assistant director and/or community relations/public
information associate as needed to manage publications and marketing, in
addition to meetings with program associates as needed related to
publications and marketing projects for the duration of the contract.
* Provide all graphic design that may be needed by the Maine Arts
Commission, its program staff and (sometimes) partnering state agencies
and other organizations.
* Provide electronic version of all work that is compatible with the
existing system at the Maine Arts Commission, Microsoft Windows XP
Professional (PC compatible, not Apple/MAC).
* Art direction and creative services on an on-call, as needed basis
for design/layout of publicity pieces.
* Any and all photography needs on an on-call, as needed basis.
* Provide a designated designer to respond to all graphic design
needs. At minimum, the graphic design needs of the Maine Arts Commission
includes the following:
* Produce electronic and online versions (html, ADA-compliant, State
of Maine web accessibility and website guidelines compliant) of every
collateral piece/publication produced by and for the Maine Arts
Commission, including (at minimum) three MaineArtsMags and up to four
booklets/brochures each year. All online versions must be designed
within the current MaineArts.com website templates.
* Creative direction, graphic design and total execution of any direct
mail pieces or campaigns that may be needed by the Maine Arts
Commission. Design all certificates, awards and other such recognition
pieces that may be needed.
* Design and manage the production of all posters, signs, fliers,
programs and other materials needed to promote or facilitate Maine Arts
Commission events.
* Design logos or other items to promote Maine Arts Commission (or
partnering agency) events, programs or initiatives and ensure that Maine
Arts Commission logo and graphics standards are followed and maintained
by the agency and its partners.
* Any other graphic design needs requested by the Maine Arts
Commission.
* Provide expert on-call marketing and community relations
consultation and services as needed:
* All marketing expertise needed to help implement graphic design
and advertising projects.
* Crisis communications support.
* Strategic marketing and planning
* Internet marketing, website planning and consultation.
* Public relations and community relations support.
* Writing and editing (creative advertising copywriting as well).
* On-call support for any and all marketing and community
relations that may be needed by the Maine Arts Commission and its staff.
* Proofreading of all materials/brochures for error-free delivery
absolutely essential - fees assessed by printer for last minute grammar
and spelling errors are the responsibility of the Contractor.
Section 4 Evaluation Criteria
Proposals will be evaluated on the following weighted criteria:
* 30% - Budget (cost represented to carrying out the proposal)
* 10% - Credentials of person assigned to the work for this
proposal (resume, bio, education, related experience, etc.)
* 50% - Artistic merit of samples of similar work (actual
samples)
* 10% - References (three letters of reference included in RFP)
Section 5 Contract Award
Once scores are final, award will be made to the bidder whose proposal
receives the Committee's highest score. Written notification of the
award decision will be sent to all bidders who submitted proposals, and
will be conditional pending the approval of the State Purchases Review
Committee.
Section 6 Communication with the State
All communication with regard to this RFP must be directed in writing to
the Contact Person: Maine Arts Commission, Attn: Bryan W. Knicely, 193
State Street, Augusta, ME 04333, telephone 207/287-2724

responsibility of the bidder to inquire about any requirements of the
RFP, which are not understood. The deadline for written questions is
5:00 p.m. (local time) July 15, 2006. The Maine Arts Commission will
issue a written summary of questions and answers on July 18, 2006,
online at MaineArts.com. If you are unable to access the online
questions and answers, a hard copy will be forwarded to you at your
written request.
Section 7 Confidentiality
The information contained in proposals submitted for the State's
consideration will be held in confidence until all evaluations are
concluded and the award notification has been made. At that time, the
full content of the proposals becomes public record and is therefore
available for public inspection upon request.
Section 8 Costs of Preparation
Bidder assumes all costs of preparation of the proposal and any
presentations necessary to the proposal process, courier services, all
cost of travel.
Section 9 Proposal Understanding
By submitting a proposal, the bidder agrees and assures that the
specifications are adequate, and the bidder accepts the terms and
conditions herein. Any exceptions should be noted in the proposal. The
State reserves the right to reject any or all proposals based on the
exceptions presented, without obligation to communicate or negotiate
with the bidder.
Section 10 Proposal Validity
Unless specified otherwise, all proposals shall be valid for 90 days
from the proposal due date.
Section 11 Proposal Submission
A SIGNED original and 3 copies of the proposal must be clearly marked
with the bidder's return address and the notation: "Proposal: Maine Arts
Commission, "Marketing and Publications Services" and delivered to the
Division of Purchases, 111 Sewall Street, 4th Floor, 9 State House
Station, Augusta, ME 04333 no later than 2:00 p.m. (EST) on July 25,
2005, at which time and place they will be opened. Only proposals
actually received at 111 Sewall Street at or prior to the stated time
will be considered. The State assumes no responsibility for delays
caused by any package or mail delivery service. Postmarking by the due
date WILL NOT suffice. FAXED PROPOSALS WILL NOT BE ACCEPTED. Proposals
received after the 2:00 p.m. (local time) deadline will be rejected,
without exception.
Section 12 Proposal Content
Bidders shall ensure that all information required herein is submitted
with this proposal. Provision of inaccurate information or failure to
provide all information required may be sufficient cause for rejection
of the proposal or rescission of an award. Bidders should be mindful of
the Evaluation Criteria that are indicated in Section 4 of this RFP and
shall provide information in the proposal that will permit an objective
evaluation thereof.
At a minimum, the proposal should include the following:
* Name, address, phone number, FAX number, and e-mail address of
bidder
* Three letters of reference from similar, current clients
* Curriculum vitae or statement of work experience for
individuals who will be involved with the Maine Arts Commission work
* Samples of previous work similar to the work required by this
RFP.
* Cost of providing support services for three MaineArtsMags (see
Section 3, Scope [1])
* Cost of providing support services and other publications
estimated time of 1,000 hours annually (see Section 3, Scope [2] and
[3]).
Section 13 Contract Document
The successful bidder will be required to enter into a standard State of
Maine Contract for Special Services (Appendix B), a blank copy of which
is attached to this RFP. Submission of a proposal in response to this
RFP will be understood as a bidder's understanding and acceptance of the
terms in Rider B of that standard contract.
Section 14 Description of Services Requested
The Contractor serves as the publications & marketing representative for
the Maine Arts Commission.
Section 15 Disclosure of Data
According to State procurement law, the content of all proposals,
correspondence, addenda, memoranda, working papers, or any other medium
which discloses any aspect of the request for proposals process will be
considered public information when the award decision is announced. This
includes all proposals received in response to this RFP, both the
selected proposal and the proposal(s) not selected, and includes
information in those proposals which a bidder may consider to be
proprietary in nature. Therefore, the State makes no representation that
it can or will maintain in confidentiality of such information.
Section 16 Revision of Request for Proposals
Revision of Request for Proposals: The State alone may elect to amend
this RFP prior to the proposal due date. If it is necessary to revise
any part of this RFP, an amendment will be provided to all vendors of
record. Acknowledgement of this receipt of all issued amendments is
required in all proposals. In no case will the RFP be amended within
seven (7) days of the proposal due date, unless the amendment includes
an extension of time to allow seven days between the amendment and the
proposal due date. The department will not be responsible for any
additional costs incurred as a result of said changes in the RFP.

2. Creative Economy Reports now Available online
At a well attended event, on June 29, 2006, at the Bates Mill complex in
Lewiston, Governor John Elias Baldacci officially received two reports
on Maine's creative economy.
There are two reports: one from the Creative Economy Council published
by the Margaret Chase Smith Policy Center at the University of Maine and
the other a "how to" handbook created by the Creative Economy Steering
Committee which is an interagency coordinating body managed by Jeff
Sosnaud at DECD.
Accompanying Governor Baldacci was Chair of the Maine Arts Commission
and co-chair of the Creative Economy Council John Rohman. Heavily
involved in the creative economy through his work with the Maine Arts
Commission, and being a local businessman, John explained the handbook
not only helps develop small arts-based endeavors; it can also help
design a strategy to attract large technology-based industries to Maine.

3. $259,000 Grant Funding Available for Northern Forest Community,
Cultural and Economic Projects
The Northern Forest Partnership Program is pleased to announce the
availability of $259,000 in grants to fund community-based projects that
promote diverse and sustainable economies built upon a well-managed
forest landscape in the Northern Forest.
Non-profits, local government entities-including schools-and businesses
are eligible to apply.
The Northern Forest Partnership Program seeks to fund projects that:
* Strengthen the capacity of rural communities to support
sustainable forest-based local economies;
* Promote environmentally sensitive uses of the forest and other
natural resources;
* Promote local history, culture and working connections to the
landscape;
* Are part of sustaining or helping to create new jobs in these
areas.
Grants will be offered in three categories:
* Small Grants up to $7,500 each;
* General Grants up to $20,000 each;
* Special Grants up to $30,000.
ONLY online applications will be accepted. Applications must be
submitted online by Sept. 15, 2006. Guidelines-including complete

The competitive grant program is a collaboration of the Northern Forest

Senator Judd Gregg of New Hampshire.

5. Application Deadline for Traditional Arts Fellowship is July 28
For the first time, the Maine Arts Commission is offering a Traditional
Arts Fellowship, with a stipend of $13,000 to a traditional artist in
Maine. One fellowship will be awarded annually to an artist who
represents excellence and cultural significance. During the course of
this fellowship, the traditional artist will be required to conduct a
public performance or demonstration of their art form.
Traditional arts are skills that are passed on in an informal way
through the process of day-to-day living; they emanate from the
community and its experience, and they can be rooted in ethnicity,
community culture, occupational culture, or tribal culture. Some
examples of traditional arts include snowshoe making, canoe making,
basket making, traditional fiddle tunes, or songs that have been passed
down through the ages.
Traditional Arts Fellowships will allow traditional artists to focus on
their art for a period of time, in order to develop their work. The
fellowships will allow traditional artists in Maine to gain greater
visibility. Artists seeking further information about the fellowship may

6. City of Waterville proclaims July Celebrate the Arts in Downtown
Waterville Month
On July 5, 2006, Mayor Paul LePage, City of Waterville, issued a
proclamation declaring July as Celebrate the Arts in Downtown Waterville
month. Following is the full proclamation:
WHEREAS, celebration of the arts in the City of Waterville dates back to
its earliest days, and
WHEREAS, the Waterville Opera House has been in continuous operation
since 1902 and is on the National Register of Historic Places, and
WHEREAS, the month of July 2006 offers an unusually rich and diverse
array of arts events and arts learning opportunities in the heart of the
City; and
WHEREAS, these events include the 9th Annual Maine International Film
Festival celebrated from July 14-23 at the Waterville Opera House; a
month of art classes for children sponsored by the Freshwater Arts
program of Waterville Main Street; the 37th Annual Waterville Intown
Arts Fest on July 29; a Young Artists Theater Camp for teens at the
Waterville Opera House; and Arts in the Parks events sponsored by REM in
the City's beautiful and historic Castonguay Square; and
WHEREAS, the Maine International Film Festival brings visitors to
Waterville from Maine, the U.S. and the world; and
WHEREAS, it is appropriate that the City of Waterville recognize the
value of these events for economic revitalization, artistic expression
and sheer enjoyment of its citizenry,

7. The 9th Annual Maine International Film Festival presents The
Impulse to Preserve
The 9th Annual Maine International Film Festival will be held July
14-23, 2006 in Waterville, Maine at the Waterville Opera House, Railroad
Square Cinema. In addition to over 80 films, 50 guests and a number of
parties and receptions, MIFF is pleased to offer a special symposium in
conjunction with Colby College Museum of Art, entitled "The Impulse to
Preserve."

The Maine International Film Festival consistently seeks opportunities
to not only showcase film but to also incorporate other art forms into a
dialogue that can be enhanced by film-related projects. This year, MIFF
will explore Larkin's assertion with two films by Robert Gardner (at
Railroad Square Cinema), a panel discussion with Ira Sadoff, Bruce
Jenkins, and Gardner at Colby's Given Auditorium, and an outdoor
screening of GET OFF THE TRUCK: BLACK FACTORY REHEARSAL 2005 with a
reception and Q&A session with producer Craig Saddlemire.
Robert Gardner was trained as an anthropologist but chose to enter the
realm of nonfiction filmmaking. As a filmmaker Gardner has filmed what
are regarded as classics of documentary cinema, covering ground from the
stone-age Dani society of New Guinea to the cremation rituals of death
and regeneration in Benares, India to seasonal beauty contests of the
males of the Borroro tribe of Ethiopia. "The idea of linking the
techniques of cinema to the purposes of anthropology in the hope of
getting new and different takes or angles on what it means to be human
goes back tot the invention of the medium itself, almost exactly 100
years ago," Gardner writes. He was for a decade the Director of
Harvard's Carpenter Center for Visual Arts. His new book is, in fact,
called The Impulse to Preserve.
Bruce Jenkins is the Dean of Undergraduate Studies and Professor of Film
at the School of the Art Institute of Chicago, former Curator of the
Harvard Film Archive, former film programmer at Media Study in Buffalo,
NY, and the Walker Art Center in Minneapolis and founder of a touring
film program called the American New Wave, which premiered at Sundance
in 1983 and then toured U.S. museums and universities, conceived at the
time when Jim Jarmusch and Spike Lee were making their first films, and
people were first talking about "independent" features.
Poet, fiction writer, critic, Ira Sadoff is Dana Professor of Poetry at
Colby College and the author of numerous books, most recently Barter
(2003). He is the recipient of the American Poetry Review's Jerome
Shestack Prize, Poetry Society of America's George Bogin Memorial Award,
the John Simon Guggenheim fellowship in Poetry and a Creative Arts
Fellowship from the NEA.
Craig Saddlemire is an independent digital filmmaker and interdependent
community builder living in Lewiston. Working with film and video since
1997, his projects have ranged from environmental documentary to
experimental-noir-thriller. He is actively involved in diversifying and
decentralizing our media system in the Unite States and especially
interested in helping to build a network of media activism and
production in Central Maine.
