These discussions are designed to provide local community arts leaders with an opportunity to learn more about the Maine Arts Commission's new program for building the capacity for the arts in Maine communities. The capacity building program will be of particular interest to leaders in local community arts organizations that are committed to strengthening the position of the arts in their community. In addition to the capacity building program, Agency staff will also discuss plans for a statewide Local Arts Conference planned for the fall of 2007. This conference will be an opportunity to share best practices and train community arts leaders for the challenges in their communities. The Maine Arts Commission seeks input on needs and topics to be covered during workshops at the statewide conference. During the meetings, Keith Ludden, the community and traditional arts associate at the Maine Arts Commission will discuss the outline of the new capacity building program highlighting its goals, guidelines and reviewing results from the first round of applications. Ludden plans to assist attendees by distributing some examples of successful applications that serve to demonstrate models likely to succeed in the application process. Besides the grant process Mr. Ludden will also discuss the topic of local arts consortiums and the advantages that they provide. Ludden will expand upon this subject by discussing the goals of a local arts consortium, such as, advocacy, economies of scale, sharing best practices and access to funding. A final portion of the meeting will be especially devoted to discussing the role of the arts in social and economic community development strategies. The remaining gatherings will be held at: Bangor The Bangor Symphony offices March 20, 1:30 pm Presque Isle University of Maine-Presque Isle March 23, 1:30 pm Rumford Rumford Library May 18, 1:30 pm A snow date, if needed, is scheduled for June 22. The Maine Arts Commission Calls for Submissions to Percent For Art Projects Where Are All The Maine Artists? The Maine Arts Commission currently is overseeing three "Percent For Art Projects." Maine Film News Governor John Baldacci attended a national film-industry summit in Washington, DC where he marketed Maine as a film location and worked with industry leaders and state and federal officials to encourage and expand media production in the United States. The meeting was organized by the Motion Picture Association of America, which represents America's largest film studios including Disney, Warner Bros. and Sony. Maine Film Office Director Lea Girardin accompanied the Governor on the trip. The Film Office sent special mailings to selected studio executives in Los Angeles. Those executives either met personally with Film Office personnel or corresponded with them regarding the new Maine Attraction Film Incentive Program. The marketing packages included specific information on the incentives as well as photographs, books and other information about the state. A series of seasonal marketing mailings about Maine will continue in March. The newest mailing will include location photographs of Maine in spring and early summer. Earlier mailings included location photographs of late summer, autumn and winter. The mailings are part of a series of specially designed advertising products sent to decision-makers in the commercial film, advertising and catalog production industries. An informational meeting by the LEF Foundation drew a crowd of Maine filmmakers to Portland in January. The foundation offers grants for film preproduction and production, something that is relatively rare among grantors. Many of the attendees plan on applying for a LEF grant this year. The Film Office worked with the foundation to organize the meeting and publicize it. "Mainebiz," the business newspaper, published an article on Maine's film production incentives this week following extensive interviews with Film Office staff. Film Office staff attended the Governor's Conference on Tourism in Rockport and staffed a Creative Economy booth at the event. The booth included information on the new Maine Attraction Film Incentive Program and on the new consortium of Maine Film Festivals. This Consortium was created by the Maine Arts Commission, the Maine Office of Tourism, the Maine Film Office and six annual Maine film festivals. The Consortium received a Maine Tourism Marketing Partnership Program grant to develop and produce marketing materials to be used by all the festivals. Drafts of those new advertising materials for the consortium were on display at the tourism conference booth. ************************ 6. The festival's goal is to foster literary discourse between creators and readers through programs that feature readings, performances and discussions. All events, with the exception of the fundraiser gala on Friday, June 22, are free to the public and designed to meet a broad range of ages and interests. "The Maine Festival of the Book's primary goal is to highlight the importance of literacy and support literacy efforts on all levels," said First Lady Karen Baldacci, "but it is also a wonderful opportunity to bring Maine's literary community together and encourage dialogue on exceptional writing." The festival will include some of Maine's most noted authors, as well as Pulitzer Prize winner Maxine Kumin, as well as best-selling author Tess Gerritsen and National Book Critics Circle Award finalist Jane Brox. Novelists, poets, critics, playwrights, journalists, screenwriters, graphic novelists, and non-fiction writers will be featured, as well as forums featuring professionals involved in the business and creation of literature, including illustrators, editors, publishers and agents. Folklore Available Online Western Maine Cultural Alliance (WMCA) is going to create audio downloads for the Folklore page of its web site. The page, entitled: 'Enjoy a Taste of Western Maine Folklore', is already a multi-layered presentation containing a running narrative that explains what folklore is and why we study it. The narrative is illustrated with graphics and accompanied by, downloadable essays in .pdf form along with relevant links to other folklore sites. Visit the page at: http://www.westernmaineculture.org/WMCA_folklore.html WMCA Executive Director, Toni Seger says; "Downloadable audio will add a unique and distinct layer to this page. It will make oral history available to the general public in a context that also explains why it's important to conduct such work." Most of the audio files stem from oral histories conducted in the Oxford Hills by Peter Lenz between the late 1980's and early 1990's. There are also a few selections from a folklore project conducted by Jo Radner on behalf of WMCA in 2002. "We've had the idea of bringing oral history to life on our web site for a long time, but it wasn't possible until we had a folklore page that was ready to receive it," says Seger. "The project will also help preserve voices and experiences of a generation that is, in the case of Peter's work, already mostly gone." Seger explains, by preserving actual voices, we can give more immediacy and authenticity to an historic experience. "We can also benefit from learning about the values of people who never felt poor and yet had little money", says Seger. "People, on these tapes, talk about the security of knowing their neighbors will help them in times of trouble", says Seger. "There's an important message in that." In addition to a page about folklore, the web site has a growing artist's 'sampler' page, http://www.westernmaineculture.org/WMCA_Artists.html , information about its scenic byways initiative, searchable data bases, cultural mapping and more. ************************ 5. Meeting to Discuss The Maine Attraction Film Incentive Program The Maine Attraction Film Incentive Program is almost a year old. On Thursday, March 22, Maine's film industry and the public are invited to a meeting in Portland to discuss how to use and improve it. The meeting is sponsored by the Maine Film Office, the Maine Film Commission and the Maine Film and Video Association. It will begin at 6:30 p.m. at the Space Gallery, 538 Congress St, in Portland. Admission is free. The Maine Attraction incentives were created to help Maine bring in more film and media projects and to encourage media production by Mainers. Film incentives have been created by a number of US states during the past five years. Those new American incentives, as well as foreign incentives, dramatically increased competition for media productions worldwide. Although Maine's film incentives have helped the state compete, Maine's incentives are modest when compared to those offered by many of Maine's competitors. Governor John Baldacci is a long-time supporter of film and media production in the state. The Governor's strong support helped the incentive plan win the approval of the Maine Legislature last year. The Governor has said that the existing incentives are a first step in Maine's efforts to expand its media production industry. For more information on the March 22 meeting, contact the Maine Film Office at 207-624-9827 or at filmme at earthlink.net.
