1.	Call For Maine Artists To Submit Proposals For Wall Mural

Department of Labor

45 Commerce Drive

Central Maine Commerce Center

North Augusta, Maine

The Department of Labor is calling Maine artists only to submit
proposals to design, execute and install a historically representative
mural at the newly renovated Department of Labor, Augusta, Maine.

$60,000.00 is available for the commissioning of an interior wall mural
in the entrance which covers two contiguous walls 18.5 x 6 feet and 12 x
6 feet above a knee wall. The mural should be adhered irremovably to the
wall. One wall has a fire detection device and emergency lights, so
please take that into consideration. Site visits are permitted but may
wait until the final round of proposals.

Historical Background

The Department of Labor is interested in commissioning a mural which
depicts in the broadest, overarching sense, the sweep of Maine's
economic activity and transformation from the artisan workshop to the
global economy. Depictions of primary resource economies such as
fishing, forestry, early artisan workshops, manufacturing, construction,
railroads and mining (particularly granite) would be welcome. The rise
of the postindustrial and global economy and the increasing sexual,
racial and ethnic heterogeneity of the workforce should also form part
of the painting or mosaic. Above all, the value and dignity of workers
and their critical role in creating the wealth of the state and nation
should be emphasized.

Symbols such as the arm and hammer, archive photography, labor
newspapers, labor advocacy and legislation should be referenced. In
essence, Maine workers should strongly be portrayed as more than an
"impersonal cost of production." Labor historians Charles Scontras and
Bill Murphy from the University of Maine, Orono will be available for
research and materials.

Project Budget

Approximately $60,000 in federal funds is available for this Project.
These funds will be used to commission work from one artist. This fixed
amount must cover all design, fabrication, transportation, documentation
and installation expenses, including any building or site modification
associated with the artwork. The work is to be adhered directly to the
wall.

Who May Apply

All professional artists may apply for consideration for this project.
Please follow the application guidelines below. Contact Donna McNeil,
Assistant Director, Maine Arts Commission, with questions at
207/287-6746, donna.mcneil at maine.gov, 207/287-2726 TTY or via
NexTalk.Net UserID: donnamcneil.

Selection Process

Representatives from the Department of Labor will serve as the jury for
this project. The Committee will review slides, letters of intent and
artist qualifications prior to requesting interviews or proposals from
finalists. Do not submit models, drawings or final proposals at this
time. All finalists will be asked to visit the site and may be asked to
interview with the committee. Travel reimbursement will be offered to
finalists attending interviews. Finalists will be selected following
artist proposal review. A design fee will be paid to finalist proposals
at the committee's request. Final proposals will include models,
drawings, samples and an interview with the committee.
