I've had a lot of duplication come through the diifferent districts, and due to lack of space, cleaned out multiple pages in records. I also will be interested in how the screenings are set up, seeing some schools have to print a sheet for each year of testing. That's a "wicked waste of Paper and space". Under the expanded 504 eligibility standards, all of these students are now automatically eligible for 504 protection because they "have a physical or mental impairment which substantially limits a major life activity. A major life activity includes breathing, walking, talking, learning .......". But even though all of these students are eligible, it doesn't mean that they need accommodations. The problem for us is setting up internal systems for ourselves that covers the legal issues of notification/documentation etc. that does not cause a significant amount of aditional work. School nurses need to: 1. Notify parents that the student is eligible.(as well as provide Parental Rights/Safeguards) 2. Document that the nurse had a "meeting" (?with teacher/ guidance/principal) to "review or think" about whether that student needed any accommodations. 3. Students with IHP's now will have IHP/504 Our district is just starting to try to figure out how to streamline this process. One idea (that I have) is using the health information forms that each school has parents fill out at the beginning of every school year. The parents provide a health history, emergency contacts, physicians numbers, medications etc. on the front. You are correct in they are NOT automatically eligible for 504. Eligibility is not an automatic determination. The three questions asked in the 504 process must be answered YES. Local school districts need to develop a policy for notifying parents of their rights under 504 and then having some "formal" determination process. The IHP can serve as the accommodation plan of the 504. A separate plan does not need to be created unless the IHP does not cover all the accommodations. Thanks for your post. Some are then putting that info into their computer log daily, but most are not. Most are making note in the computer at the beginning of the year or when a med is prescribed for the student, and then the MAR goes into the chart at the end of the school year. I know you all would like the latest information about the breaking news about the "swine flu" confirmed in the U.S. Below is the press release as of Saturday, April 26th. Dr. Dora Mills will be providing more information as it becomes available and I will forward immediately. The important thing to remember as students and staff return to school is where they have been during April vacation. Highest risk obviously is anyone traveling to Mexico last week. Also, it is important to watch students who may have visited relatives California or Texas. It appears that this flu is spreading quickly and anywhere someone has traveled could be bringing this flu to Maine. Please remind staff and students about proper respiratory hygiene (cough in sleeve and stay home if ill). The symptoms of swine flu in people appear to be similar to the symptoms of regular human influenza and include fever with cough, sore throat, body aches, headache, chills or fatigue. Some people have reported diarrhea and vomiting associated with swine flu. Like seasonal flu, swine flu may cause a worsening of underlying chronic medical conditions. Governor John E. Baldacci has been briefed on the situation and is tracking developments through the Maine CDC. "While there are no confirmed cases of the swine flu in Maine, we are taking precautions to ensure that we can quickly identify and track any outbreak," Governor Baldacci said. "It's important to remember that a few simple steps, like washing your hands or staying home if your ill, can make a real difference in helping to stop the spread of the flu." Even before this outbreak of the Swine Flu, our safety committee had been trying to come up with some cleaning solutions that can be used consistently throughout the schools..easy to use by staff (who are trained) for cleaning areas every day. Our custodians have a routine of cleaning with their industrial strength products, but it would be impossible to do every area every day. Teachers have been bringing all kinds of things in to clean desks, door knobs etc. The safety committee wants everything to be safe, effective and consistent. While we appreciate their concern and attention, these calls don't meet our clinical disease reporting criteria and are unnecessary at this time, particularly given the increased overall call volume to the reporting line. Rather, we'd prefer that school nurses monitor their school populations for increased febrile respiratory illness and send those students home, according to existing protocols. If school nurses identify a student with acute febrile respiratory illness (fever of greater than 100 degrees and cough or sore throat), and the student (or close contacts) has a recent history of travel from areas affected by swine flu per federal CDC recommendations, nurses should send the student home and advise parents to contact their child's health care provider. Nurses should only notify us if student absenteeism reaches a level of greater than 15%. Please know that Maine CDC staff will collaborate directly with school nurses and administrators if any student is identified with a probable or confirmed diagnosis of swine flu. Some terminology I would like to bring to your attention regarding H1N1. In Maine: "Suspect Case"= has symptoms consistent with influenza (don't know what type) "Identified Case" = confirmed by Maine State Lab to be influenza sub-type H1N1 "Probable Case" = U.S.CDC term that means confirmed in Maine but not by U.S. CDC "Confirmed Case" = U.S. CDC has reported confirmation that state test was accurate and it is H1N1 The protocol for school closure: Superintendents attending a briefing on Wednesday and the following protocol was shared. Once a student is identified (refer to definitions above) as having H1N1: * Exposure data will be collected by Maine CDC to determine extent of contact in the school and district (and potentially other school districts). * Dr. Dora Mills and Commissioner Gendron will contact the superintendent in the affected school district that a school(s) closure is required for seven (7) calendar days. This may be only one school or could be the entire district (current recommendation). * Student name (s) will not be released due to HIPAA confidentiality rules. * Staff will be sent home as well and should not report to other buildings. * Refer parents with questions to the Maine CDC information line at 1-888-257-0990. The latest is only one school is closed by Maine CDC at this time. NO other schools are being closed by Maine CDC/DOE at this time. Again, this information is changing hourly. Please check the Maine DOE web-site for the most current updates.
