[MinervaCats] French subject headings

The profile for authority processing by Marcive concerns itself with subject
heading thesauri as reflected in 6xx indicators and subfields.  If a French
subject heading has a 2nd indicator of "0" it will be checked as an LC
heading.  If not found in LC Subjects, it will be deleted.  If the 2nd
indicator is "2" it will be checked against MESH and dropped if not found.
If it is marked with any other indicator the process will attempt to
collapse it into LC. If there is no match, it will be retained with the
indicator it has currently and it will be up to Minerva libraries and MSL
staff to determine whether to delete, retain or manually edit.  Hope this
