[MinervaCats] INPUT LIBR and INITIALS

Karl has changed the INPUT LIB and INITIALS default from "c" to "-" on records imported from Z39. Libraries with assigned codes will need to be sure to add their proper code to these areas and there may be some unintended effects on OCLC exports. 

Those libraries that do not have assigned codes no longer need to be concerned about changing the "c" to "-" but you still need to add a 929 field with your library's three letter code to records that you import.
