Hi Valerie,
If no authority record exists for this person, and there is no conflict
with any other David Goldfarb in our database, you should go ahead and
include him in a 700 field. It's ok to add someone even if they haven't
yet been 'authorized.'

[MinervaCats] authority records
What should I do when I run into people who have no authority heading in
the Library of Congress? For example, I am working on: Fathers and sons
/|cIvan Turgenev ; translated by Constance Garnett ; with an introd. and
notes by David Goldfarb. I would like to add David Goldfarb in a 700
field, but LC does not have an authority record for him. Should I just not
include a 700 for him?
