[MinervaCats] foreign articles in the 245

[Ulla Messerschmidt]

List #134 (Foreign articles) has 1397 bibs, where most are not searchable
in the OPAC ,unless the article is skipped. Maybe each library with items
in this list could work on adding a 246 field after being given some clear
guide lines?
