Valerie,
The 521 contains reading level and grade level information. A number of
school libraries set much stock by these designations. Do NOT remove a 521.
It is an access point as the field is indexed for word search. If you are
ever involved in consolidating records for the same edition of the same
work, and the lesser record has a 521 but the better record does not, always
copy and paste the 521 into the record that will be retained.
Check the MARC documentation for information about the meaning of the
subfields. My recollection is that the indicators change the meaning of the
subfields in some cases: http://www.loc.gov/marc/
