[MinervaCats] System slowness update

The transaction file is back to normal. The Help Desk did not find any
problems and it seems to have corrected itself. This wasn't a serious
backup and some libraries may not even have noticed a problem. The Help
Desk will keep an eye on it for the rest of the day.
