As the one who set up most of the Z39.50 access points, I can tell you it has always been a cosmic crapshoot. One will run like clockwork for ages and then someone on the other end changes a port or the # of remote sites that can access at any given time and we're back to square one.  I check my source every so often to see if I can find any new ones, but it has been a long time since I found any that I could set up either in Minerva or Solar that were worth the time.
