Dear MLTI Schools,
We are experiencing an issue outside of our control at the data center  
that hosts the MLTI Studywiz, MLTI  email (@mlti.org), MLTI Asset  
Manager, and MLTI Backup servers. All of these systems will be down  
for an indeterminate amount of time. We apologize for the  
inconvenience. Please do not call the MLTI Applecare Help Desk, MLTI  
Project Office, nor the Apple Project  Office to report the problem.   
Technicians are working on the issues to resolve them as quickly as  
possible.

Dear MLTI Schools,

Critical dates are fast approaching for the MLTI Buyout, and the following
tasks are mandatory for all MLTI schools:

Monday, May 18: All schools must complete their inventories before the end
of the day.  
Tuesday, May 19: The Asset Managers will be frozen and transfers between
schools will not be allowed.
Friday, May 22: Round 1 Buyout Forms and Teacher Device Forms are due to the
MLTI Project Office.

If you haven?t done so, please visit the Buyout web site to download the
information packet and forms: http://www.maine.gov/mlti/buyout/

There are separate .PDF packets for the middle school program and the high
school teacher program.

Subject: [MLTI-MS] Asset Management Procedures & Buyout Information

MLTI is retiring the existing Middle School iBooks and High School MacBooks
to allow for the purchasing of a single device for grades 7-12.

Schools have the opportunity to purchase their local devices as well as
un-purchased inventories from other MLTI schools. To facilitate this
process, schools must complete a device inventory by verifying records in
the Asset Manager. Schools must then complete the required buyout paperwork,
notifying the DOE of purchasing intentions.

Workshop topic proposals should include:
o    Hands-on creative and imaginative professional development  
opportunities;
o    Interdisciplinary connections between the arts and creative  
thinking in other Maine Learning Results content areas utilizing  
technology are preferred;
o    Innovative instruction, curriculum and assessment;
o    Encouraging links between at arts disciplines (music, dance,  
theater or visual art) and content areas (Career and Education  
Development, English Language Arts, Health Education and Physical  
Education, Mathematics, Science and Technology, Social Studies, World  
Languages) to promote differentiated instruction and universal access;
o    Unique learning opportunities for educators utilizing technology  
to impact teaching and learning for all students, and
o    Open Education Resources (OER) that support the content/ 
curriculum areas addressed.
Collaborative presentations are encouraged!

Sessions will be half-day sessions including a mid-point break.
The major focus is on 7-12 educators but all are welcome.
Participants are required to have a laptop, preferably a Mac with  
either the middle high school MLTI image or similar software.
The planning committee encourages you to seek out a colleague you?ve  
been thinking about developing curriculum ideas with and make it  
happen to share your creati work with at this conference!
Registration, food, lodging are waived for presenters.  Mileage is  
reimbursed and 24 contact hours awarded for presenters.

RE: Maine Learning Technology Initiative Grades 7-12

The State of Maine budget is in the final stages of review. Please note the
proposed language related to the Maine Learning Technology Initiative at the
end of this letter.

We recognize that we are much later in the calendar year than we had hoped
to be at this stage of the new proposed deployment. We appreciate your
patience and attention to this information and these required actions. In
order for the Department and Apple, Inc. to prepare, deliver, and implement
the next phase of the program, it is imperative that local and State work be
closely integrated to prepare for the Fall. Please review the materials
below and return the necessary forms and paperwork by no later than 12 pm,
May 29, 2009.

Proposed Budgetary language Sec. GGG-1. Lease-purchase authorization; Maine
Learning Technology Initiative. Pursuant to the Maine Revised Statutes,
Title 5, section 1587, the Department of Administrative and Financial
Services on behalf of the Department of Education may enter into financing
arrangements in fiscal year 2009-10 for the acquisition of portable computer
systems for 7th grade, 8th grade and high school students and educators to
support the operations of the Maine Learning Technology Initiative program.
The financing agreements may not exceed 4 years in duration and $69,696,000
in principal costs for the Maine Learning Technology Initiative program. The
interest rate may not exceed 7.5%, and the total interest costs may not
exceed $5,227,220. The annual principal and interest costs must be paid from
the appropriate line category allocations in the Department of Education.
The State is authorized to extend the provisions of the lease purchase
agreement on behalf of school administrative units as long as all costs of
the extension are borne by the school administrative unit.

Sec. GGG-2. Effect on state and local share of school funding; findings. The
Legislature recognizes that the expansion of the Maine Learning Technology
Initiative program authorized pursuant to this Part requires the commitment
of state and local funding in fiscal years 2009-10, 2010-11, 2011-12 and
2012-13 at a time when the amount of the State General Fund appropriation
for the General Purpose Aid for Local Schools program is declining and may
continue to decline due to significant disruptions to the state and national
economies. The Legislature also recognizes that those school administrative
units that choose to participate in the expansion of the Maine Learning
Technology Initiative program authorized pursuant to this Part may decide to
commit a significant portion of the targeted technology resource funds
allocated to the participating school administrative units pursuant to Maine
Revised Statutes, Title 20-A, section 15681, subsection 1 to fund the cost
of participating in the program.

Sec. GGG-3. Legislative intent; option to voluntarily participate. It is the
intent of the Legislature that nothing in this Part requires a school
administrative unit to participate in the expansion of the Maine Learning
Technology Initiative program. It is also the intent of the Legislature that
neither the expansion of the Maine Learning Technology Initiative program
under this Part nor the benefits provided under this program to
participating school administrative units serve as justification to decrease
other funds appropriated or allocated to school administrative units
currently participating in the middle school program established for 7th and
8th grade students and educators and funded by State General Fund
appropriations allocated to the middle school laptop program pursuant to
Maine Revised Statutes, Title 20-A, section 15689-A, subsection 8.

Subject: [MLTI-MS] Spring MS Student Survey

We are working to continue gathering information about the Maine  
Learning Technology Initiative (MLTI) and ask that your MS students  
take a brief survey.
This survey is being conducted by a research team from the Maine  
Education Policy Research Institute (MEPRI), on behalf of the Maine  
Department of Education. The research team will report their findings  
to the Maine Department of Education and the state legislature.
This year?s spring survey is focused on collecting information about  
students? use of various technological devices both inside and outside  
of school. The following questions will ask students about their use  
of some of the following technological devices and Internet resources:  
laptop computer, cell phone, Smartphone (Blackberry, iPhone), blogs,  
online and video games, email, and social networking sites.
Students? participation in the survey is voluntary and their identity  
and responses are confidential and will not be shared with anyone  
(teachers, principal, parents). We hope you will take a few minutes to  
have your students thoughtfully answer the survey questions.
