The Maine State Library seeks applications for the position of
Agency Technology Officer. The Agency Technology Officer is a
key member of the 6 ½ FTE Maine Info Net team and will report to
its Executive Director. The successful candidate will: (a)
provide technology management and leadership; (b) build and
maintain momentum in the effective use of information technology
among libraries utilizing Maine Info Net services; (c) assist in
understanding and taking advantage of new technological
developments that bear on library operations statewide and help
Maine Info Net achieve its mission and realize its plans; and
(d) establish and maintain effective cooperative and
collaborative relationships with a variety of constituencies
statewide in support of Maine Info Net technological goals.
Statewide travel is required.
Duties and Responsibilities
Consistent with Maine Info Net´s 2003 strategic plan, and
revisions and extensions as they emerge, the Agency Technology
Officer will initially:
oServe as Lead Administrator for the MaineCat consortial online
library system, based on Innovative Interfaces, Inc. INN-Reach
software, that serves as the backbone of resource sharing among
more than 110 libraries of all types statewide, and assist local
library staff in the full utilization of its capabilities
through functional support and customized developments.
oServe as Lead Administrator for the Minerva consortial online
library system, based on Innovative Interfaces, Inc. Millennium
software, that is shared by more than 60 libraries of all types
statewide, and assist local library staff in the full
utilization of its capabilities through functional support and
customized developments.
oServe as Lead Administrator for the SOLAR holdings-only online
library system, based on Innovative Interfaces, Inc. Millennium
DCB and WebWorks software, that is shared by more than 30
libraries of all types statewide and slated to grow to 150-200
libraries over the next several years, assist local library
staff in the full utilization of its capabilities through
functional support and customized developments.
oWork collaboratively with the Library Systems Specialist to
provide comprehensive hands-on support for MaineCat, Minerva and
SOLAR, Walk-in-Wireless in Public Libraries and other services
and projects as assigned.
oContribute to the design and maintenance of web support sites
and other online support mechanisms.
oContribute to maintaining a collegial work environment.
oDemonstrate a commitment to individual professional
development through a variety of activities, which might
include: continuing professional education, work with
professional associations, or publication.
As MaineCat, Minerva and SOLAR are just a part of the evolving
and dynamic Maine Info Net enterprise, it is likely that
assigned duties and responsibilities will change over time.
Qualifications:
The successful candidate will possess a mature blend of
attitudes, skills, experience, and accomplishments appropriate
to the demands and opportunities of the position. The following
characteristics and qualifications are indicative of the caliber
of professional we seek:
oGraduate degree from a program in library or information
studies accredited by the American Library Association;
oDetailed, in-depth experience with administration and support
of library automation systems based on Innovative Interfaces
software, electronic information resources and tools, and Web-
based technologies;
oEffective documentation, training and project management
skills.
oSuperior oral and written communication and interpersonal
skills;
oDemonstrated experience analyzing complex library system
problems and implementation of successful technological
solutions;
oWide-ranging knowledge of technological trends and
developments in library automation and electronic access to
information, and a desire to master new technologies and remain
current;
oStrong commitment to innovative, user-centered services;
oCommitment to and evidence of continual professional growth
through course work, scholarly activity, creative work, or
professional service;
oSuccessful communications, cooperation, or collaboration with
a variety of technology-oriented staff, offices, and units;
oAbility to quickly and effectively alternate between detailed
technical tasks and abstract, top-down analysis and planning;
between high-level technical discussions and support of novice
users with the most basic of questions; between highly creative
and sophisticated work and mundane and routine support tasks;
oAbility to manage large numbers of tasks of widely varying
focus and complexity.
oKnowledge of principles, procedures and workflow associated
with cataloging, circulation, serials management and
acquisitions work in public, academic and special libraries.
oKnowledge of MARC 21 format for bibliographic, holdings and
authority data.
oKnowledge of data processing methods for converting non-MARC
data structures to MARC 21 format.
oKnowledge of methods and standards for retrospective
conversion of manual bibliographic files to MARC-based online
formats.
oKnowledge of data security, confidentiality and integrity
requirements.
oKnowledge of privacy/confidentiality issues related to online
library systems and automated system security principles.
oKnowledge of system design principles and techniques.
oKnowledge of advanced troubleshooting and problem resolution
techniques as they pertain to typical library system support
issues.
oAbility to negotiate between diverse groups.
oAbility to develop technical standards.
oAbility to manage projects.
oAbility to create and manage web pages.
oAbility to enhance web pages through use of Javascript.
oExperience with parsing and manipulation of MARC data with a
programming language or scripting tool.
oFamiliarity with methods for development of database-driven
web pages using PHP, Perl, Python, Cold Fusion of similar tools.
oFamiliarity with basics of UNIX/Linux operating systems
