[Solar-L] Work between SOLAR & MaineCat

We are testing a new and more streamlined method for updating SOLAR
holdings.  In the process, we are dealing with clusters of incomplete or
poorly cataloged records that cannot merge properly, either within SOLAR
or at the MaineCat level.  In most cases, the first step is to
"decontribute" these records from MaineCat.  They remain in SOLAR for
the time being.  Many of them will be fixed up and resent to MaineCat in
the future.  As we work through this, we might find some valid records
that should not have been removed and those will be added back sooner.

In short, SOLAR's representation in MaineCat will be in flux over the
next several weeks.
