[SOLAR-L] [MELIBS-L] Delivery

As a follow-up to Dean's email below:
With the resumption of the Delivery Service next Monday, August 31, we
will be reactivating patron initiated requesting in both Minerva and
MaineCat.

Once it has been turned back on, we will send a follow-up email to let
everyone know it's available once more.
