[minervacirc] not needed before and freezing holds - please discuss!

If the functions are inhibiting patrons from getting the items they 
want, then I am in favor of turning off the functions.  It will be 
interesting to see what the patrons' reactions are to these actions 
but if it helps us produce better service, I'm all for it.  Joyce
