[minervacirc] MaineCat (INN_Reach) requests from Portland Public for SMLD libraries

Alisia is right that this program applies only to SMLD libraries on the
delivery circuit. During the test phase, that means just Merrill and Dyer.
When we have ironed out the kinks, the other 10 libraries who fit the
criteria will have a chance to opt in.
